Back in the 1970s and ’80s, high crime and “get tough” laws meant longer sentences and more emphasis on punishment than on rehabilitation, and the federal and state governments spent billions building prisons.

Today, as a legacy of those policies, not only are record numbers incarcerated, but also about 700,000 state and federal prisoners are released annually, many of them with little education or employment prospects and destined to be imprisoned again within a few years.

In a sharp change in attitudes about incarceration, many states and private groups have recently experimented with “re-entry” programs to help released prisoners fit back into their communities and avoid new crime.

Cheney, others OK’d harsh interrogations

WASHINGTON – Bush administration officials from Vice President Dick Cheney on down signed off on using harsh interrogation techniques against suspected terrorists after asking the Justice Department to endorse their legality, The Associated Press has learned.

The officials also took care to insulate President Bush from a series of meetings where CIA interrogation methods, including waterboarding, which simulates drowning, were discussed and ultimately approved.

A former senior U.S. intelligence official familiar with the meetings described them Thursday to the AP to confirm details first reported by ABC News on Wednesday. The intelligence official spoke on condition of anonymity because he was not authorized to publicly discuss the issue.

Between 2002 and 2003, the Justice Department issued several memos from its Office of Legal Counsel that justified using the interrogation tactics, including ones that critics call torture.

“If you looked at the timing of the meetings and the memos you’d see a correlation,” the former intelligence official said. Those who attended the dozens of meetings agreed that “there’d need to be a legal opinion on the legality of these tactics” before using them on al-Qaida detainees, the former official said.

The meetings were held in the White House Situation Room in the years immediately following the Sept. 11 attacks. Attending the sessions were Cheney, then-Bush aides Attorney General John Ashcroft, Secretary of State Colin Powell, CIA Director George Tenet and national security adviser Condoleezza Rice.

The White House, Justice and State departments and the CIA refused comment Thursday, as did a spokesman for Tenet. A message for Ashcroft was not immediately returned.

  1. Right on, but Nader? MF please, what a waste. NO Cons left? Don’t be surprised when that Daly machine Chicago boy loses to McCain, despite the fact Reps can’t stand him. Might as well protest the Chinese Coms, better chance of real results..

I do believe that individual efforts to stem the growing global crisis are futile, as futile as hoping to reform the Chinese Communists or the American political tradition through public protest. Collective grass-roots efforts are required by those with the knowledge and expertise capable of instituting permanent reforms. So far, Government by and for the Corporations has stopped this from happening. However, this will all change when the majority of us begin to suffer overwhelmingly from the results of our leaders’ corruption.

    Historically, the most meaningful changes have come through violent upheavals in the social order. It seems that we need a negative incentive to really move us collectively – as chicks in a bird’s nest, being pushed out of the security of the nest by their parents and forced to fly and fend for themselves. Real democracy demands that the people take responsibility and participate in the electoral process. We have been mollified by self-indulgent consumerism for far too long.

    When it all gets to be too much, people will respond, as they have in the past, and reforms will be initiated, as they have been in the past.

    The only question remaining for us is to ask – will we respond to this new challenge before the total collapse of the ecosystems sustaining us becomes inevitable? Will our civilization join those of the Aztecs, Incas and Rome? No civilization can survive indefinitely. It evolves or disappears.

    What of our species, and our devastating effect on all other earthly life forms? Which will survive this next cycle of upheaval? In the larger scheme of life on earth, species inevitably succumb to extinction – what makes us any different?

    Self-awareness and a desire to survive are what we have, coupled with an inherent moral code of conduct that shapes our societies. We are social animals who help one another in times of crisis if left to exercise that internal, moral imperative. The immoral minority are currently in control, distorting and perverting these natural, altruistic impulses of the individual, harnessing this energy by convincing us that supporting their evil endeavors is is actually good. Slavery is Freedom; War is Peace.

    Why we exist and where we are going are beyond our capacity to comprehend – but we do know what is morally right and wrong. What our leaders are doing is wrong. Where will it all end and why bother? I don’t know, we have to have faith in a meaning and purpose behind it all. To paraphrase someone more enlightened than I:

    It is not incumbent upon you to complete the task,
    yet neither are you free to desist from the effort altogether.

    As you say, Clapso, the spiritually miraculous takes a little longer…
